After the Third Plenary Session of the Eleventh Central Committee, under the leadership of comrades, China’s diplomatic work adhered to an independent foreign policy of peace.

In the face of the complex and changeable international situation, China forged ahead and responded calmly, creating a new situation in diplomatic work.

Comrade Deng Xiaoping is a great diplomat of our time.

After the founding of new China, he assisted and initiated new China diplomacy and participated in many major decisions and practices.

After entering the new period of reform and opening up, Deng Xiaoping became the decision-maker of China’s diplomacy.

Deng Xiaoping has made a broad strategic and systematic analysis of the international situation in the contemporary era, and has gradually formed a new international strategy and practice with the overall thinking and practice of Marxism.

The main contents of Deng Xiaoping’s international strategic thought are as follows: first, make a new judgment on the theme of the contemporary world.

Since the early 1980s, Comrade Deng Xiaoping has made many incisive discussions on the proposition of peace and development.

The substantive significance of this series of discussions is to make a scientific summary of the times we live in today.

Comrade Deng Xiaoping’s thesis not only reveals the strategic significance of peace and development and points out the core position of the North-South issue in peace and development, but also deeply discusses the relationship and mutual restriction between peace and development.

This thesis has great theoretical and practical guiding significance.

It has changed the view of the times of “war and revolution”, changed the view that world war is inevitable and imminent, and provided a theoretical weapon for us to correctly judge the international situation and make scientific diplomatic decisions.

In the late 1980s and early 1990s, marked by the drastic changes in Eastern Europe and the disintegration of the Soviet Union, the international situation has undergone the most intense, complex and profound changes since the Second World War.

The world is in a period of earth shaking historical changes.

In the new situation after the cold war, we urgently need to make a correct judgment on the world situation.

In this context, Comrade Deng Xiaoping pointed out in time that neither of the two major issues of world peace and development has been solved so far.

These thoughts are the starting point for China to formulate foreign policy, and have played an important role in correctly judging the characteristics of the international situation and formulating correct strategies, routes, principles and policies. 2. Deng Xiaoping first clearly pointed out that China is in the primary stage of socialism.

He stressed that everything should proceed from this reality and make plans according to this reality.

This judgment puts our understanding of China’s national conditions and the stage of China’s socialism on a scientific basis.

China is still a developing country with a relatively low level of productivity.

Comrade Deng Xiaoping pointed out: China is both a big country and a small country.

The so-called big country means that there are many people and a large land area.

The so-called small country means that China is still a developing country, still relatively poor, and its per capita GNP is only $300 (referring to the early 1980s).

China’s economic development level is still relatively low, which is not commensurate with the status of a country with large population and large land.

Therefore, China is a small country worthy of the name.

Secondly, correctly judge China’s coordinates in the development of world history and its position in the international pattern.

Deng Xiaoping’s international strategic thought is neither arrogant nor belittling.

He pointed out that the world is talking about the “great triangle” of the Soviet Union, the United States and China.

We don’t believe this.

We are sober about our own strength, but we also believe that China has enough weight in international affairs.

After the cold war, some people viewed the future as a dark place and believed that China’s international strategic status had declined, but Deng Xiaoping still regarded China as an important one pole force.

He pointed out: China is one pole when it is called multipolar.

China should not belittle itself.

It is a pole anyway. III. it has established China’s diplomatic objectives and basic tasks, which mainly include the following three aspects: (1) the general goal of China’s cross century diplomatic strategy.

The overall goal of China’s foreign policy is to strive for world peace.

On the premise of striving for world peace, we should devote ourselves to modernization, develop our country and build socialism with Chinese characteristics.

(2) Basic diplomatic tasks.

After the reform and opening up, the international situation has been constantly changing, especially in the early post Cold War period, China is facing a very severe international environment.

In this context, Deng Xiaoping pointed out that our foreign policy is still two.

The first is to oppose hegemonism and power politics and maintain world peace.

The second is to establish a new international political order and a new international economic order.

(3) Cross century economic goals.

The economic goal of China’s foreign policy is to open to the outside world and strengthen economic exchanges.

Deng Xiaoping pointed out that invigorating the domestic economy and opening up to the outside world is not a short-term policy, but a long-term policy.

It will remain unchanged for at least 50 to 70 years.

At that time, even if it changes, it can only become more open. IV. formulated and enriched China’s foreign policies and strategies.

Deng Xiaoping inherited and developed Mao Zedong’s foreign thought and formulated many new foreign policies and strategies, mainly including the following five points: 1 Do not form alliances with major powers and establish strategic relations.

According to Deng Xiaoping, China’s foreign policy is independent and truly non aligned.

China does not play the American card or the Soviet card, and China does not allow others to play the Chinese card.

In the early 1980s, according to the new situation, China made it clear that China would never be attached to any superpower, nor would it form alliances or establish strategic relations with any of them.2. Explore new ways to resolve disputes at home and abroad in the new era.

In view of the reunification of the motherland, Comrade Deng Xiaoping put forward the proposition of “one country, two systems” and successfully solved the problems of Hong Kong and Macao.

He also put forward the idea of “shelving disputes and joint development”, which has played a beneficial role in solving the peripheral disputes left over by history.3. State to state relations are determined by national interests rather than ideology.

Deng Xiaoping pointed out that considering the relationship between countries should mainly start from the country’s own strategic interests.

Focus on one’s own long-term strategic interests and respect the interests of the other party at the same time, regardless of historical grievances, social systems and ideological differences, and countries, big or small, strong or weak, respect each other and treat each other equally.

Our foreign policy should not only obey China’s national interests, but also respect each other’s national interests.

There is no ideological debate in the relations between countries.

thisA set of policy ideas has played an important role in our handling of inter party relations and inter state relations.4. Establish a new international order.

In September 1988, Deng Xiaoping clearly proposed the establishment of a just and reasonable new international order.

When meeting with visiting Sri Lankan foreign guests, he pointed out: China’s unswerving foreign policy is to oppose hegemonism and maintain world peace.

It is necessary to establish a new international economic order and a new international political order.

Subsequently, based on this idea, the Chinese government has repeatedly stated that China, as a member of the international community, is willing to make unremitting efforts with all countries in the world to establish a just and reasonable new international political and economic order.5. Put forward the “28 character policy”.

The twenty-eight character policy is: “observe calmly, stabilize your position, deal with calmly, be good at being clumsy, never take the lead, hide your capacity, bide your time and make a difference”.

In the late 1980s and early 1990s, China encountered a complex international environment and faced considerable difficulties.

At that time, Comrade Deng Xiaoping warned people that we need to observe calmly, stabilize our position and deal with it calmly.

Later, Comrade Deng Xiaoping also warned people to hide their capabilities and bide their time, and never take the lead.

We can’t manage other people’s affairs.

We don’t criticize or accuse others casually.

We don’t talk too much and don’t do too much.

We are not afraid of anyone, but no one will offend us.

On the one hand, Deng Xiaoping pointed out that we should hide our capabilities and bide our time.

On the other hand, it emphasizes that it is impossible to do nothing on international issues, but we should make a difference.

The “28 character policy” has played an important role in helping China tide over the difficult period after the end of the cold war, and is still correct even today.

In short, since entering the new historical period, while putting forward the theory of building socialism with Chinese characteristics, Comrade Deng Xiaoping has summarized history, faced up to reality, based on China and looking at the world, and determined China’s international strategy and diplomatic line in the new period on the basis of accurately grasping the characteristics of the times and scientifically and calmly understanding the opportunities and challenges facing China.

It is under the guidance of Deng Xiaoping’s international strategic thought that we have constantly adjusted our foreign policy and made new and correct decisions, which has contributed to China’s opening up a new diplomatic situation and winning a favorable international environment.

Throughout the history since the reform and opening up, Deng Xiaoping’s international strategic thought has not only guided China to achieve great development in foreign relations in the 1980s, but also guided China to withstand the impact of the drastic changes in Eastern Europe and the disintegration of the Soviet Union, safeguarded the country’s sovereignty and dignity, and created a good new diplomatic situation in the light of the situation.

The diplomatic practice in the new period has proved that Comrade Deng Xiaoping’s diplomatic thought is wise, correct and far sighted.

Under the new historical conditions, he dialectically unified inheritance, persistence, development and innovation, so as to make China’s diplomacy glow with new style and brilliance.
